My toilet stool has plenty water init but won’t flush the waste away. Why?

When I flush the stool the water doesn’t swirl strong enough to take the waste down. What is the problem?

If the toilet used to work and has just recently began to fail: the sealer ring at the bottom may be getting worn out and isn’t opening properly to get the water out efficiently anymore. this part is replaceable and can be found at HD or Lowes.
